For me, software developers are users of IT but are not in themselves a part of IT, much like an author is not part of the printing industry.

I've never worked at or heard of a company that has a group of developers (or even just one developer) that wasn't considered part of the IT department either by the IT Dept. itself or users outside of the IT department.
