If a user posts an answer that just says "use commercial product X", is it spam?

See for example this answerthis answer. It looked spammy to me, so I flagged it, but the flag was declined. I'm sure there's room for judgment here, like in whether the user is promoting the product, but I wonder if the moderators could tell us some of their criteria so we can flag more usefully.
