Is there recourse to a user making persistent trivial edits?

You're absolutally right on the first point. That is totally un-nessesary, but unfortunately there's not much we can do except email them. Which I shall do now.

Why am I not being notified when my posts are edited?

I believe this is by design. I have never received notifications of edits to my content, only ever suggested edits. You can see edit list under Responses > Revisions in your profile:
