Are questions about home server somehow inherently off-topic? If so, why?
Home use questions are Off Topic because this is the considered decision of the SF community.
SF is for IT Professionals wanting answers to questions in a professional setting.

Where do questions regarding labs for enterprise equipment & software belong if not SF?
You can rent a server from OVH (others too probably) for about 100USD per month, they list ESXi as a virtualisation environment they have available for preinstallation.
