How should I vote on a question which I consider too low quality to migrate?

You should still vote to close. Other people's votes are not your responsibility. All you can do is vote correctly. Certainly, disagreeing with a close vote isn't a valid reason to flag, for example.

How about this? Questions involving web hosting control panels are off-topic because they customize their systems so that standard system administration methods no longer apply. Some related ...

Question potentially off-topic, judment and possible migration needed

Does my tunneling question belong here or on SU?

At first look I don't see it off-topic, but I'am not a linux admin. I'am more on the dark side as a Windows's admin. To note 'how something work' is sometime closed as learning recommendation, ...

Mirgration of questions to U&L

In general, migration can be problematic, so a better approach in this case would be to have your questions closed here (done) and then re-ask them on Unix & Linux.

Bounty an exceptional answer on a closed question

Can the question be migrated over to StackOverflow? No. It's far too old. And off-topic there as well. Can I bounty one of his other answers on an open question, and state in the bounty notice ...
