I think it's less that there isn't much voting as much as that there are enough questions that a power user can't read through and vote on all or most of them, so many questions just don't get many views from the type of people who support a lot of the rep-gathering in early sites.

Too wordy, and uses the "whitespace is wasted space" approach to design.
