On hold for a valid question conforming to guidelines
@user1669039 Jenny is absolutely right. Remember, you approached us for help. Which means that the burden is on you to ensure that your question and your modes of communication meet our community guidelines. We also have expectations that everyone will conduct themselves in a professional, respectful manner, which you have not done. As others have mentioned, I've seen no evidence of you being the target of "personal attacks" or anything like that. I would suggest re-considering your behavior or risk being banned.

Is a question about installing Apache modules on topic here?
You'll be fine. You're clearly on the right track of trying to be intentional about asking in the right place, etc. Don't fret about it - post the question and as long as you don't come off as a "help vampire" (someone who is coming here to have us do their job for them, never to return), you'll be fine.

Questions regarding running Apache on Windows
@JimB Who said anything about me knowing nothing about Apache on Windows? Topicality of questions does not hinge on whether myself or anyone else on the site is familiar with the topic. Anyway, the discussion is closed - I'm not sure why you thought this comment would be constructive in any way.

I do not understand what going on recently in site
@Michael Link-only answers are all but worthless here, and as mentioned previously, we don't do tutorials. To be completely honest, tutorials are a very dangerous thing to rely on, as following them encourages copy/paste sysadmin practices, and doesn't encourage you to actually learn the technologies in use. Also, to be clear, I never said anything about you giving up.

Maybe that's OK if it's merely an RODC.

@MichaelHampton I've seen that. Doesn't lend a whole lot to the conversation, though IMHO. "Well it runs..." isn't a great benchmark for whether something is a good idea. It would also run on an RPi, which as we know is a horrible idea for many reasons other than whether or not the application is functional.
