@user9517, IMHO all of them discuss the community bot which bump questions. But I did not saw any of them to go deep in to the contradiction i mention in the this question.

@Paul, I have 44, and finish with them today, for less than hour. (flagging only spam)

Yesterday and today I exhaust my flags. So in such case maybe will be better to increase the limit of per user/day flags. And/or change limits for deleting question based on flags. Also adding badge (like Vox Populi) for using all flags in one day may motivate some users to use flag.

Why a "Wow! That solved the problem!" answer gets down voted
Ward, if there are so many discussions about downvotes w/o comment there is reason! And can you explain about answer with several upvotes, accepted and get some downvotes (w/o comment)? So there are cases where the comments for downvotes MUST BE MANDATORY.

So there is also other criteria (upvote for example) to make question answered for community user. Thank you for clarification. :)

One more point. This procedure with bumping questions may go to infinite loop. OP is no longer part of SE, question is unanswered. Community user bump it, someone post good answer, but because of absence of OP answer can't be accepted. And Community user may bump it again and again...

It is sad this question do not get valuable answer (IMHO) in right time. And I have my doubts about my answer because software companies change (probably) a lot for these 11 years. The odd (and funny) part is OP do not exist anymore. So I can't expect to have my answer accepted :)
