Inactive mods on SF - Or are they?
We probably don't need more mods. It's more along two lines: 1. Some of the mods active in the UTC-5 Day TZ have made some decisions that have made several people wonder if they're in touch with the community; these mods in particular have been somewhat inactive on the site. 2. We're moving to a state where we have contributor and mods, but not both; and several people think that is something we should avoid (keeping the moderation load low enough that those users can still be active contributors without "neglecting" their duties).

Where to ask complex but home network questions?
Super User is in a bit of a bind. They have some experts, but breadth of topics is so wide they'll have a hard time ever getting experts enough to answer all the questions that are on-topic there. For Bind you can can on Unix & Linux and you're likely to get an answer. But there will be Questions where you're best bet right now (in my opinion) is simply to lie (or lie by omission) about the situation and put it on sites where it's OT like Server Fault.

@Iain, while the number of unanswered questions is decreasing; the total number of answer posted each day is also decreasing. SysAdmin could be correct, but it could also be attributed to people recognizing one correct answer to a question instead of debating several possible correct answers; possible a side effect of a narrower definition of "Question". In any case, correlation != causation; we should be careful drawing conclusions from the little bit of raw data we have.

The noobs who ask those Questions probably aren't the people you want to attract to be Answerers. You are correct however, we don't want to scare off potential sources of knowledge. I'd like to upvote this, but it seems like an extended comment/observation... no "answer" to the situation.

What goes into the decision of posting something on SF or on another more specific stackexchange?
Unix & Linux tends to be more hobbyist and single computer type questions. They rarely migrate to Server Fault but do when it clearly involves administering many computers in a professional environment. I personally like to move non-SF questions to Unix & Linux if the Question involves any flavor of *nix and doesn't fit in the confines of Server Fault (home, single computer, non-professional, non System Administrator related). Super User is already a dumping ground where Question go to die (or get inane answers; nearly as bad).

+1 There's a lot of overlap. If the question is more geared to your job's responsibilities I'd go Server Fault, otherwise Unix & Linux is commonly just as appropriate. Mods can migrate between either anyway, should you post in the wrong site.

Question Lost Association after Migration
If a Post migrates to a site where you do not have the same OpenID associated it will be placed in a Ghost account. Any migrations from that Ghost account will remain in Ghost Accounts. Posts by Ghost Accounts can be claimed before migration, if (claimed) goto 1. If a Post by Ghost Account is migrated it will remain as a Ghost Account and likely can not be claimed (automatically) until all intermediate migrated posts are also claimed (pretty sure post will only dereference one migration level).
