Possible voting options
I think part of it too is that on SO there are tons of people who can vote a question over to SF/SU. But on SF and SU there are only dozens. I still think a large part of it is that is doesn't take 5 votes, it can take as little as 2 (in a 1-1-1-2 vote). Maybe if we required 3 or 4 Move Votes before it would actually move, regardless of the total number of votes...

If it's a personal computer it doesn't matter if it's also your work computer; it's still a home computer and most of those questions will belong on SU. If you aren't sure, post on SU and they'll recognize if it's more appropriate for SF.

I think the semi-repetitive nature of his questions suggests they're short-essay homework questions; plus many later questions were already answered in earlier question's answers.

Should something be done about links that are direct to executable content?
I think it's a different case when you clearly take credit for the executable file. It's when you're generically linking to what appears to be a 3rd party site that the problem is introduced.

You mean the classes are dead, not CIDR (in the IPv4 world). Also, I would expect a CCNA to know a little history of IP; but there's no reason to teach it in college (except maybe a 400 level Computer History class).

Editing not-so-good Questions
I think it happens very commonly that the author grossly misunderstand the subject matter. Editing the question so it makes sense removes the original misunderstanding. People answering the question will no longer realize this fact, and the answer may no longer help.

Perception of purpose
I agree with Warner on this one. It seems questions phrased something akin to "spoon feed me on this topic now!" get answers that do just that, step by step direction for people who have no technical skills at all. I think you side-stepped his point when you pulled out the "best possible answer" which is exactly how we should be answering well worded newbie questions.
