@pauska: I know a guy that runs AD at home to manage his own personal systems. If he happens to learn relevant stuff, that's cool, but the primary reason is personal.
You are absolutely right, the person doing the cleaning up would definitely be a sysadmin. Depending on how your organization defines the office roles, it would be a security person deciding how the clean up happens.
