why is that question locked - it's active, people try to share their findings and the question is not answered yet
That "question" is such a mess, even after your cleanup, that I don't believe it serves any useful purpose at all. It just attracts a lot of people who haven't bothered to read the FAQ.

Are we too nice to high rep mods?
Please don't refer to Stack Exchange sites as forums. The are Q&A sites, whereas forums are discussion areas. The distinction is very important, as it determine much of how the sites work. I will admit however that Meta SF is a bit looser and we do tend to have discussions disguised as Qs and As.

Are developers IT pros? I personally don't think so and I say that from the perspective of one who has been code cutting for four decades and spends far more time programming than sysadmining. Sure they are vital to the IT industry but they are external to it, just like the people who make the components inside our computers. They are IT Pros no more than a CPU is a computer. I don't intend to demean the occupation of developer, merely put it into it's proper place beside (neither above nor below) IT Pros, not part of them.

OK, I'll put t down to yet another unannounced change to the way the site works. It seems we're expected to scour MSO regularly just to find out what's getting changed here. Am I the only one who sees the wrongness of that?

Don't forget to make it clear that the permissions are critical, which I suspect is the problem in most of those cases.

Open ended homework questions
Fair call Mark. When those rules are applied it's really no different to issues we face at work when we start with some previously unused technology. Of course without those rules they're just a waste of space.

Should questions that are sysadmin-relevant but not sysadmin-specific be closed as Off Topic?
@Miles, "tyranny of (by?) the minority" is quite a serious issue but it's an altogether diferrent one to that being asked here. It's also a side effect of having a somewhat community run site (with occasional dictatorships by Stack Exchange staff). The number of votes needed has been discussed a number of times before, both here and MSO, but it has never changed. I do like the idea of the MSO question you linked to. Now that would provide useful data on which to base a conclusion. I'm also certain it would prevent a significant number of questions being closed or migrated.
