@sysadmin1138 So that's questions that are unanswered rather than the number of answers a question gets. Interesting, my perception was that it was going up stackexchange.com/sites shows 82% and I thought it had been lower. Having spent some time in the unanswered bowels of [linux] [centos] [ubuntu] [iptables] I suspect that most questions that can be answered are and what's left needs culling which is another project.

What exactly do you mean by answer rate ?

I do sometimes wish we could go about the business of tidying up without the need for a pile on.

There is no definitive answer to this. Some questions are clearly off topic - home server on SF for example but many fall into the overlap most scripting questions for example. ::gallic shrug::

I don't think there are any restrictions on usernames. If you go searching there are quite a few people who do this or similar.

I've been using my unused votes at the end of my day to downcheck questions on the list so that they get automagically deleted as per the edit to my post question.
