Since when are question votes different from answer votes?
The answer is always on MSO, the difficulty is (usually) in finding it.

What's with the new location in my profile?
Now you mention it it did say The Wirral and not Liverpool. I just remembered it being something that I wouldn't use. I live in Wirral or on the Wirral peninsula and definitely not Liverpool.

Where do suggested edits go?
Have a look at the discussion in the comments to this question and specifically at the link that Balpha provided for me. It's one of the SE culture things that is heavily weighted by SO. It appears to be relatively easy to gain rep on SO so people come into their powers before fully understanding the culture so things are hidden from them and consequently everyone else.

Negative reputation
You're looking at the monthly tab which shows the rep change this month. When you go to the user pages you get the user's current total rep or 1 whichever is the greater.

Is the editing function broken?
Anyone who as sufficient rep to edit without approval can approve a suggested edit. You have to have >10k rep to have them made easy to find.

Major retag projects
this is what I'm doing with [vmware]. Regarding the above [linux], [windows] and [apache] tags we need to decide what to do going forward and then make it happen.

Can the Vmware tag be deleted ?
@MarkHenderson: yeah - Jeff put some effort in so I thought I'd finish it. A weekend is a good time to do it too as it's usually quite quite. Would you mind checking your 2 [vmware] related questions and retag ? Cheers ;)

@JefAtwood: I've noticed - thanks

Can the Vmware tag be deleted ?
@JohnGardeniers: Some will be like that but many do contain sufficient information to be able to retag them correctly. The real problem with the vmware tag is that it is the first in the list when you start to type vm... so it leads to lazy tagging
