IMO isn't an issue for first time users. I'd venture that 9/10 first time visitors aren't here to answer questions, but to ask a new question. SO I think your question to the candidates might be better worded as "What is your strategy for improving the purpose and usefulness of the site users first encounter when visiting Server Fault?" - just my opinion.
