Community Promotion Ads - 2014
This is just as bad as the other 3 community ads you've proposed this year. Please stop, review the comments on the previous submissions, and try to address the issues before posting again.

Old?! I thought it was brilliant. And quite a bit of work for just one day...

Is it ok to ask questions on setting up a torrent server?
1. Don't setup a tracker, just use one of the publicly available ones (see publicbt.com). 2. Transmission BitTorrent Client, works great as a server and runs on just about anything (also in the FreeBSD ports tree - just a guess by your avatar).

Upgrading Youtrack
To specifically address your question, if Youtrack is supporting production staff (eg, developers) then the question can be on-topic here. The "development environment" exclusion is mainly against software and configurations that are unsupportable and primarily used by developers as an assessment of what might be supportable (eg running a WAMP stack on your local workstation for initial development of a webapp; WAMP is pretty solidly off-topic here, but if you setup a proper LAMP stack for the webapp that would be on-topic [even though they're pretty close to the same thing]).

I'm tired of answering questions with: "Upgrade the firmware" or "Run updates"
@ewwhite You're surprised that people ignore regular maintenance until the server breaks? I though you'd been around IT for a few years...

Is "the OP figured it out to be caused by something singular" a valid close reason?
At first glance I like the idea, but need to think it over more...

What's the correct policy when encountering a question that has no possible answer
+1 I agree, questions which are clearly of no value and have no reasonable hope of being turned into something of value should just be discarded.

Should you answer against best practices just to answer the question?
I've struggled with the same decision in the past, and have drawn my own line as to which situations I believe are acceptable to do the "wrong" thing. I believe people should do the same for the most part. There's no universally recognized delimiter.

Place for shopping questions
If ever there was a website where I wanted to ask "What is the best *nix command line file editor" this is it!
