Stack Exchange network consists of 183 Q&A communities including Stack Overflow, the largest, most trusted online community for developers to learn, share their knowledge, and build their careers.
We can prevent multiple questions in a short period of time but, based on my having deleted a lot of these, it looks like they're only posting one or maybe two with each profile, so I'm not sure adjusting that will actually impact these people, sadly. There's not a way to report a user. That's something I often find frustrating myself but we haven't built a solution for it yet.
Those should all be wildcards that look at the site settings to pull the number without us manually updating them - but I can double check after I make the change.
