ChrisS dropped the tag on it today. It's definitely NARQ material though.

Can we do anything to change the dynamic of the site?
This is my opinion, of course, but that's one of the issues that we tried to address with last year's FAQ revision. Unfortunately, those revisions were denied by Corporate and we're stuck with referring people to some meta post instead of a clearly-defined FAQ page.

Interpretation of Off Topic
@Andrew You're assuming that the Powers That Be actually care about our opinion of how they handle the FAQ and About pages. They don't, as evidenced by how shabbily even the mods were treated during the early 2012 FAQ rewrite effort.

Over-use of Off-Topic Closure
You will note, that it has already been re-opened by folks who understand the nature of the question a little better.

Over-use of Off-Topic Closure
I'm pretty sure your concerns have been previously addressed, some of them in comments to other answers in this question. Especially the bit about mandatory comments. And if you were active around 7-8 months ago, we tried a better FAQ and it got shot down by Corporate.

Do we need a long-form FAQ?
Uh, yeah. In the name of all that's right and sane, just say NO to end-user cPanel questions.

Over-use of Off-Topic Closure
So workstations aren't on-topic here, eh? "Server and Business Workstation operating systems, hardware, software and virtualization" notwithstanding, clearly. Maybe you need to read the FAQ as well.
