@Chris, I think you've nailed it right there. It only takes a majority vote to get it migrated. Maybe that should change, or on option should be given to somehow un-vote a move vote.

That's very true. It's easy to fall into the trap of thinking that Super User is somehow a lesser site. The fact of the matter is though to be able to find a problem on 10,000 different combinations of softwrae, hardware, virii, spyware, etc is probably a far harder challenge than keeping servers online.

Agreed, I don't think we're as bad as Stack Overflow, but we're getting there. As we get more and more 10k users the problem will increase though.

Why is reputation for bounty taken away even if nothing is awarded?
@michael, because you're spending it on a service. If you hire someone to give you advice, you have to pay them, even if you don't like the advice. Except in this case, the bounty system holds it the cost in escrow, and you don't have to pay anyone if you don't want, but you still have to pay the money into the escrow account. Otherwise, I would set a 500-rep bounty on all my questions, get heaps of well thought out answers by users hoping to get paid, then take my bounty back and leave them in the cold. You can still do that, but at least you don't get your money back. (Money being rep, btw)
