Questions Around Recommendations For Hosting etc
The selection of a host is primarily a business decision, although it should go without saying that IT should have serious input into that decision. I see hosting as little more an IT matter than choosing a car to drive to and from work. OTOH, I agree with Kyle's comment.

@GregD, I'm sure you know how most of us feel about ads, even pseudo ads. I for one don't care what they're selling, as I'm not here to read ads, even if they are for connected sites.

@Nathan, you've given one example where the downvote was not warranted. This happens. Some people don't read questions or answers, they simply click buttons. Are you also going to get upset when people upvote your answers when that is unwarranted? That happens too, yet nobody ever complains about it. One thing I can tell you, based on observation, the more you complain about downvotes the more likely you are to get them.

I've voted to close this as pointless noise and can only wonder why others haven't done likewise. This person just keeps posting minor variations of the same thing. Meta should not become his/her personal gripe area.

From what I've seen, newcomers who ask and answer sensibly and with knowledge don't have a problem with downvotes. Does this give you any clues?

How to attract more professionals?
I see most of those ideas as workable in North America but are they really viable on a global scale? A quick look at page 1 users' bios for example reveals we really are quite a mixed bunch.

Should users <3k flag to migrate?
Ignoring the coding aspect for a moment, I see some real merit in that idea. High rep SO users for instance should be in a pretty good position to determine that a question is more suited to that site. Imagine also if those same users could counter votes by others to move a question that they determine as unsuitable for the move.
