Every time I've used a vendor to help me with licensing issues they have helped me greatly in getting what I need for the lowest cost. They have also been able to offer expertise in a specialised field that no admin can be expected to have, at least not to the same degree.

However some licensing issues are very complex, thus need complex answer from those 'in the field'. I'm doubtful that a vendor would activly volunteer information on saving money for example, it's just not in their interests to do it.
