Why does a Chump Moderator like EEEA get to do what ever he wants and close questions because he wants proof of troubleshooting?

The title says it all. Why does this site allow some chump like EEEA to close comments until he receives proof like he is a judge. I know if I ever meet him in real life I will beat his ass on principle alone.
