Can you explain your procedure to deleting the bad tags? From my observation, looks like (1) you synonymized/merged the list of off-topic-tags likes webmin, cpanel or plesk to single off-topic tag. The next step is: (2) for bad/low-quality question you locked/closed the and for good question you remove the off-topic tag from the question. Is that right?

@owen, yes I'm aware of that. The query was too naive and stupid to detect this. I've edited above post to make it clear about false positive results
