Can non-professional administrators still ask questions about professional setups?
Mostly topicality is not about your job title or actual job, as it is about the quality of the question. (as longs as the subject of your question is topical and you are asking not about home use, development setups etc. etc.

Can some explain to me how asking a question about learning on a site dedicated to learning is off topic?
@AnthonyFornito Community elected moderators don't get paid (although I did get a T-shirt once). Some Stack Exchange employees have moderator privileges on specific sites and other employees have super powers on all sites to deal with situations that can't be handled by the community moderators
