While Server 2003 has gone out of Extended Support, it still will see some use in long-living product lines where an upgrade is not feasible without significant changes to the overall infrastructure (like in industry automation where you would need to throw away half of your production line just to be able to upgrade to 64-bit Server 2012). I would consider it still to be on-topic. Especially since the number of knowledgeable people and publicly available resources is going to decrease rapidly, hope for an answer from a Serverfaultee might be the last straw to clutch at.
What do you mean by re-asking? Would I be copying the off-site question's content to SF under my name and attributing it to the other site? This is really encouraged?
The network-wide feature is that users cannot vote for migration if a question is older than 60 days. The SU policy is that moderators won't migrate questions older than 2 months. This might get out of hand and become yet another discussion about the SF's direction, but I strongly disagree that there is no value in migrating relevant questions. If it is our area of expertise and we want to answer these questions (while the originating site can't), then they belong here.
