Strange as this may seem I am well aware of what VirtualBox and XAMPP are. If though I was a Windows admin tasked with deploying XAMPP for a group of developers then the tag may be applicable. Like I said rare but possible. I'v even argued against our support of xampp users in the past meta.serverfault.com/questions/4087/…
Just as with virtualbos there are circumstances when xampp might be applicable. They will though be very rare and almost certainly don't exist already.
None of those are off topic for SF. The first and last are a bit broad/opinion-based so don't really have a home on SE, so there really isn't a need to migrate them. Please, also, stop leaving comments about $elsewhere being better. That's not necessarily the case, and people saying the same on SO are a real source of irritation here.
None of the example people you show are new users to the SE ecosystem. They all have sufficient reputation elsewhere to have gained the account association bonus. As such they are considered experienced. The truly new people have their fist posts passed through the relevant review mine. People who work in those mines are encouraged to be helpful to them.

Something that can't be seen because they are deleted is that we close that type of question regularly and will continue to do so. Broken windows theory is definitely appropriate here as you have so amply demonstrated. If you are going to do lab work for business do it properly not with a difficult/impossible to debug frankenstack.
